GSTR-9 and GSTR-9C: annual return and reconciliation statement

GSTR-9 is the annual return due by 31 December. GSTR-9C is a self-certified reconciliation statement for larger taxpayers. Small taxpayers have been given optional filing by notification.

  • GSTR-9: annual return under Section 44, due by 31 December following the financial year (extendable by notification).
  • Optional for small taxpayers: for recent years, filing GSTR-9 has been made optional for taxpayers with aggregate turnover up to ₹2 crore by year-specific notifications. Confirm that the notification covers the year you are filing.
  • GSTR-9C: reconciliation statement required where aggregate turnover exceeds ₹5 crore. Since FY 2020-21 it is self-certified by the taxpayer. CA certification is no longer mandatory.
  • Time bar: GSTR-9 cannot be filed after three years from its due date (see the time-bar article).

Preparation tips

  • Reconcile books turnover with GSTR-1/3B month-wise, and ITC in books with GSTR-2B/3B.
  • List additional liability (paid through DRC-03) and ITC reversals separately.
  • Keep HSN summaries consistent with GSTR-1 Table 12.
